GET /exchange/v1.0/informationBarrierRelationships

Query the IB relationship between two recipients (both query params REQUIRED).

Query informationBarrierRelationships without both recipient params - 400

Get the informationBarrierRelationships endpoint without supplying ?recipientId1= AND ?recipientId2=. Get-ExoInformationBarrierRelationship CHECKS the IB relationship between TWO specific recipients - it is inherently a query, not a list. The controller pre-validates both query params and returns 400 with a canonical MissingRequiredQuery envelope before invoking the cmdlet. Fix: provide both recipients.
